Our Legacy of Victory

Another Win for Solar in Wisconsin

Whitewater Solar received unanimous approval from the Public Service Commission (PSC) in the fall of 2025, bringing yet another clean energy win to Wisconsin. The 180-megawatt (MW) solar farm sits on the borders of Walworth and Jefferson Counties in an area that’s historically been used for agriculture.

Clean Wisconsin’s report on the environmental co-benefits of solar farms played a key role in showing how this project would improve water quality in the area. Placing the solar panels on conventionally farmed agriculture land will reduce the amount of nitrogen and phosphorous being applied to the landscape, reducing chemical runoff and resulting in cleaner, healthier waterways in the area. The PSC’s commissioners specifically cited our report when they voted to approve this project.

The support of our members made a difference, too. When misinformation spread at the last minute that mischaracterized potential impacts to the Ice Age Trail, we sent out an action alert encouraging folks to correct the record. Our members wrote directly to the PSC helping to set the record straight.

Why It Matters

Our report on environmental co-benefits of solar farms has helped build support for projects like these around the state. By showcasing the long list of benefits of solar farms beyond providing cheaper and cleaner energy for our state, we’re able to help build a momentum for the clean energy transition. The approval of Whitewater Solar serves as further proof that a scientific and research- and community-based approach to addressing our energy needs is the best path forward.
